The Indian Parliament has passed the Promotion and Regulation of Online Gaming Bill 2025, creating the country’s first national legal framework for digital gaming. Cleared by both the Lok Sabha and Rajya Sabha, the legislation bans online gambling apps while giving legal recognition to e-sports and encouraging social gaming platforms.
The bill was announced by Ashwini Vaishnaw, Union Minister for Electronics & IT, Railways, and Information & Broadcasting, and later shared on X (formerly Twitter).
According to Vaishnaw, the law is designed to safeguard families and young players from the harmful effects of online money gaming, while supporting the growth of India’s booming digital entertainment industry.
During discussions, Speaker Om Birla called the bill a crucial step in preventing suicides and financial losses linked to online gambling. He urged lawmakers to recognise the serious social damage caused by unregulated money games.
Government sources revealed shocking statistics to NDTV, nearly 45 crore Indians lose around ₹20,000 crore every year due to online gambling and betting apps. Officials said, “people who play these games are victims (and) will not be punished… but there will be action against those who run real money gaming platforms.”
The government also cited concerns that illegal betting apps, often disguised as “games of skill”, are fueling a black-market industry worth ₹8.3 lakh crore, growing at 30% annually. These platforms, investigators warn, are not only defrauding players but may also be used for laundering money and financing terrorism.

According to Vaishnaw, “32 suicides over the past 31 months” have been linked to real-money gaming, and complaints from thousands of affected families highlight the scale of the issue.
The bill ensures multiple initiatives to strengthen India’s e-sports ecosystem –
Casual online games are being promoted for their role in education and community building. Developers of such games will receive recognition as part of India’s expanding software and creator economy, with support for platforms that encourage safe and healthy digital engagement.
Operators and enablers of illegal gambling apps face strict punishments –
Importantly, players themselves will not be penalised as they are considered victims rather than offenders.
A new central Online Gaming Authority will –
