Vodafone Idea (Vi) has received a major financial boost after the Department of Telecommunications (DoT) waived bank guarantee (BG) requirements for spectrum auctions held in 2012, 2014, 2016 and 2021.

The waiver announced last week frees Vi from providing BGs worth ₹24,800 crore.

This move is part of a broader relief package for the telecom sector and is expected to help operators allocate resources more effectively toward network expansion.

The DoT informed private telecom operators Reliance Jio, Bharti Airtel and Vi about waiving BGs totalling ₹33,000 crore on December 27. Vodafone Idea is the most indebted of the three and has received the largest share of relief.

In an official statement, Vi welcomed the decision saying, “This step of BG waiver is a clear indication of the government’s continued support to the telecom industry. It will ensure that the exposure of the banking system is utilized by telecom operators towards further proliferation of 4G and 5G networks in India.”

ISRO has postponed the launch timing for its PSLV-C60 mission by two minutes. The liftoff will now occur at 10 PM on Monday while it was initially scheduled for 9:58 PM.

While the reason for the slight delay remains undisclosed, the mission marks a significant milestone for India’s space program as it aims to demonstrate orbital docking technology, a critical capability for future space exploration.

In a statement, ISRO said, “Launch Day is here. Tonight at precisely 10 PM, PSLV-C60 with SpaDeX and innovative payloads are set for liftoff.” The mission features the Space Docking Experiment or SpaDeX, which will test India’s ability to perform in-space docking, a technology essential for human spaceflight, satellite servicing, and space station development.

The 25-hour countdown for the mission began on Sunday at 9 PM.

The PSLV-C60 rocket will lift off from the first launch pad at India’s spaceport carrying SpaDeX along with two primary spacecraft and 24 secondary payloads.

SpaDeX consists of two spacecraft SDX01 and SDX02, which will be placed in orbit five kilometers apart. Over the following 10 to 14 days, ISRO scientists will attempt to bring the two spacecraft within three meters of each other and eventually dock them at an altitude of approximately 470 kilometres above Earth.

Spacecraft A SDX01 is equipped with a High-Resolution Camera, while Spacecraft B SDX02 carries a Miniature Multispectral Payload and a Radiation Monitor Payload. These instruments will provide high-resolution imagery and support natural resource monitoring and vegetation studies.

The mission also includes the PSLV Orbital Experimental Module-4 (POEM-4), which will deploy 24 secondary payloads sequentially over a 90-minute period after liftoff.

These payloads that were contributed by ISRO academia and industry are expected to remain operational for three to four months.

The PSLV-C60 mission employs the 18th Core-Alone variant of the rocket and is ISRO’s final launch of 2024.

This mission is also the first to use the newly established PSLV Integration Facility for fully integrating the rocket up to its fourth stage.

The Space Docking Experiment is a key step in ISRO’s long-term plans including human missions to the Moon, lunar sample return projects and the development of India’s planned space station Bharatiya Antariksh Station.

RBI Updates UPI Rules – PPIs Can Now Be Accessed Through Third-Party Apps

The Reserve Bank of India (RBI) has introduced a significant update to the Unified Payments Interface (UPI) system. Users can now make and receive UPI payments to and from prepaid payment instruments (PPIs) via third-party apps enhancing flexibility and convenience.

UPI transactions involving a PPI like a digital wallet previously could only be done using the app provided by the PPI issuer. For example, Paytm wallet users had to use the Paytm app for UPI payments.

The RBI’s statement included in its Development and Regulatory Policies update dated April 5, 2024, confirms that full-KYC PPIs can now be accessed via third-party UPI apps like Google Pay or PhonePe.

The RBI stated in the statement, “A PPI issuer shall enable holders of only its full-KYC PPIs to make UPI payments by linking its customer PPIs to its UPI handle. UPI transactions from PPI on the issuer’s application shall be authenticated using the customer’s existing PPI credentials. Such a transaction will, thus, be pre-approved before it reaches the UPI system. A PPI issuer in its capacity as a PSP shall not onboard customers of any bank or any other PPI issuer.”

The statement further clarified, “A PPI issuer may also facilitate the discovery of its full-KYC PPIs on third-party UPI mobile applications, who, in turn, shall enable such PPIs to be linked to their PSP handle/s. Such UPI transactions, from PPIs using third-party UPI applications, shall be authenticated using the UPI credentials.”

A prepaid payment instrument (PPI) like a digital wallet or card allows users to store funds for future transactions. With this update:

  • You can transfer or receive money in your wallet using any UPI app, not just the one provided by the PPI issuer.
  • For example, if you have funds in your Paytm or Google Pay wallet, you can now use another UPI app like PhonePe to manage your wallet transactions.
